2025 Alabama Legislative Session

Health
Ensuring affordable and accessible healthcare is essential to protect the health of Alabama’s children.
Policy win One: In 1998, VOICES was pivotal in making Alabama the first state to receive federal funding for ALL Kids, Alabama’s State Children’s Health Insurance Program (SCHIP). It is funded by federal and state money and offers low-cost healthcare coverage to eligible Alabama children under 19.
Policy Win Two: VOICES helped secure Alabama’s Healthy Food Financing Act & Initiative and a $300,000 initial investment to improve fresh food access for 1.8 million residents, including nearly half a million children.

Education
High-quality pre-k and K-12 education helps prepare students with the skills they need to succeed in a fast-changing, technology-driven world, while opening doors to greater economic opportunities and improving overall quality of life.
Policy win One: Successfully advocated for the creation and continued funding of Alabama’s nationally recognized First Class Pre-K Program, which offers 4-year-olds access to high-quality prekindergarten programs in their communities.
Policy Win Two: VOICES is a member of Every Child Alabama Coalition, which achieved legislation improving education funding in Alabama. The funding formula is now based on students’ needs.

Safety
Keeping children safe means protecting them from physical and emotional harm while creating spaces where they feel safe, secure and supported.
Policy win One: Successfully advocated for a stronger Alabama Child Passenger Safety Law (2006), requiring age- and size-appropriate restraints for all children under 15, leading to a 23% reduction in preventable child deaths.
Policy Win Two: Helped ensure passage of the 2008 Alabama Juvenile Justice Act, addressing how non-violent youth offenders are handled, was enacted. As a result, Alabama saw a 64% reduction in the number of incarcerated youth for low-risk, non-violent offenses.

Economic Security
Economic security is crucial for families, reducing stress and supporting children’s education and well-being. Disparities in income, race, and community can hinder this security, making access to affordable resources essential for all families.
Policy win One: Achieved passage of the Child Care Tax Credit (CCTC). This law creates tax credits for employers, child care facilities, and grants for nonprofit child care providers. If fully implemented, the CCTC will invest $82.5 million in child care.
Policy Win Two: Secured a $10 million appropriation to draw down federal funding for a Summer EBT food program that will provide healthy meals to approximately 545,000 eligible school-age children during the summer of 2025.
